This is specialized technical research and policy planning related work involving the analysis, development, formulation, and implementation of strategies, policies, programs and solutions that align with the City?s initiatives and framework in addressing climate action. An incumbent develops and makes recommendations on strategies and policy proposals related to climate action initiatives and environmental programs; presents and defends policy research, analysis and proposals to senior management and implements and oversees the development of processes, tools, and plans with established goals. The Specialist researches, assembles, analyzes and interprets data related to a range of land use, ecosystem health, and environmental issues; prepares recommendations that minimize risks from projections of past, present and future impacts of activities. A Climate Action and Energy Specialist establishes and maintains effective working relationships with a variety of internal and external stakeholders; facilitates conversations to identify needs and concerns of interested parties; and provides technical advice and assistance. This role may review, recommend and/or approve industrial, commercial and multi-family development plans and business license applications; and provides guidance to applicants in compliance with established policies and regulations. Other responsibilities include developing terms of reference for climate action or environmental projects; providing recommendations for hiring of environmental consultants; performing inspectional, regulatory and enforcement duties; and responding to environmental emergencies. The successful candidate will be required to accept standby and call-out work as required by the department. Performs related work as required.Qualifications include a Bachelor?s degree in biology, environmental science, geography, or a related discipline, plus considerable related experience; or an equivalent combination of education, training and experience. Thorough knowledge of provincial, regional and corporate programs, policies and best practices related to climate action and environmental issues. Considerable knowledge of the procedures, methods, techniques of researching, evaluating and analyzing data related to issues under review and of operating equipment and instruments related to the work. An incumbent will have considerable knowledge of the policies, regulations, standards, bylaws and objectives governing the work performed; ability to collect, analyze and interpret data and to prepare clear and concise studies, reports and correspondence; and apply departmental regulations, to formulate strategies and prepare recommendations regarding policy alternatives to environmental and climate change problems and related matters.
