As the Director Engineering Infrastructure & Development, you will provide direction and guidance to subordinate supervisors and staff including recruitment, performance management, training, mentoring and coaching; meet with staff regularly to determine and discuss divisional goals and objectives; provide direction to subordinate managers on attendance management issues; conduct performance reviews; and review career development with direct reports; conduct investigations and administer discipline; and represent the department at grievance hearings, arbitrations and labour management meetings. You will have the opportunity to provide professional advice and recommendations to senior managers, the Corporate Leadership Team (CLT), community stakeholders, and elected officials; serve in an advisory capacity on boards and committees; and may represent the City with external private, public or government agencies. In this role you will, manage the portfolio of development work; track and report the volume of development projects and cases; manage the involvement and completion of work required by other divisions and departments; and monitor progress to ensure review and approvals are completed in a timely manner. You will also track, review, and develop business cases on financial transactions related to development such as bonds, letters of credit, fees, deposits, etc. and provide direction to clerical staff on required documentation. Other responsibilities include: reviewing and/or overseeing the review of development design and report submissions of a technical nature to ensure they meet city standards, criteria, specifications; making recommendations for new and improved policies and operational procedures and upon approval, implementing the same; providing technical advice to management, Council, and/or various boards and commissions on divisional programs; participating in developing the division?s budget; monitoring operating and capital budgets; exercising control over all budgetary expenditures and establishing and maintaining effective working relationships with a broad range of internal and external stakeholders. Performs related work as required.Qualifications include a Bachelor?s degree in engineering, finance, accounting or a related discipline and eight years of related professional experience in the engineering industry including three years of project management or supervisory experience, or an equivalent combination of education, training and experience along with a Professional Engineering (P. Eng) or civil technology, financial or accounting designation. A Lean Six Sigma certification is preferred. The role requires thorough knowledge of the rules, regulations and policies governing departmental operations and the work performed; and the principles and practices applicable to engineering services required for development projects.
