Reporting to the Chief Administrative Officer, the Director is a member of the Senior Leadership Team and plays a key role in the strategic direction of the municipality. The Director is responsible for the overall direction of all finance and information technology functions of the District. This includes overall direction of accounting, financial reporting, budgeting, financial forecasting, investing, revenue collections, property taxation, payroll, expenditure control and information technology functions of the municipality. This position works to advance the District?s strategic goals and Council priorities through proactive and forward- thinking leadership, service excellence and innovation.The core job duties include:FinanceDevelop operational, capital and reserve budgets, financial bylaws, financial statements, statistical reports, cost analysis, monthly invoices, and annual reports Develop and maintain long term financial planning, reserve and debt management and financial policies to support these Administer the District?s funds according to the approved budget, and monitor its financial expenditures Analyze and interpret financial and accounting information in order to appraise operating results in terms of performance against budget, and other matters bearing on the fiscal soundness and operating effectiveness of the District Maintain the tangible capital asset inventory control system Establish a system of internal controls by designing and enforcing checks and balances to minimize the risk of financial loss and ensure municipal integrity Researches and prepares policies, bylaws, reports and presentation material for CouncilRisk ManagementIdentify and evaluate risks to the District, both internal and external Design and implement an overall risk management process for the District, which includes an analysis of the financial impact on the company when risks occurAsset Management Develop, implement, oversee and monitor the District?s asset management plan Information Technology Manage the efficient and effective operation of the IT functions of the District, including installations, use and maintenance of hardware, software and network services for the District The ideal candidate will have:Chartered Professional Accounting (CPA) designation Minimum five (5) years? direct experience with finance administration; direct experience with municipal finance administration would be considered an asset Minimum five (5) years of experience in a financial leadership or supervisory position Expert experience in general financial management Expert experience with budget preparation and variance reporting; Excellent knowledge of human resources activities, including an understanding of labour standards, compensation, administration policies and benefits management; Sound analytical thinking, planning, prioritization, and execution skills Leadership and relationship building skills with the ability to lead a team in a unionized environment; Ability to plan, organize, develop, implement, and interpret goals, objectives, and policies Ability to resolve conflicts while minimizing major disruptions to workflo
