Position Overview:As one of the most visited sites in New Brunswick, the Saint John City Market is a centerpiece of the community. The recently adopted 2023-2033 Saint John City Market Strategic Plan charted a vision forward under key direction to maintain its reputation as the premier destination and gathering place for locals and tourists alike. Balancing the City Market's rich history, surrounding environment, and modern needs, the Strategic Plan seeks to rediscover and enhance the structure's original vibrancy and character.Reporting to the Growth Manager, the City Market Project Manager will play a leading role in advancing structural and operational enhancements to the interior and surrounding property of the historic City Market over the next three years. The successful candidate will bring a results-oriented approach and have a strong degree of independence in driving projects forward. Key ResponsibilitiesInitiate and facilitate the commencement of capital construction projects and operational enhancements by:?Sourcing conceptual and detailed designs, identifying construction timelines, procuring cost estimates, and initiating the tendering process;?Managing associated budgets, providing regular analysis, reporting on all financial aspects of the projects, and supporting the department in securing additional financing when possible;?Preparing project plans, project schedules, and budgets in accordance with sound project management methodology and principles;?Measuring project performance, providing analysis, and reporting on project status while staying on schedule and implementing cost control;?Supporting the procurement process for engineering and design services, participating in bid evaluation, selection and contract negotiations, and ensuring high standards are consistently upheld; ?Understanding and acting in accordance with the city's policy for tendering of construction contracts, managing tender calls, and participating in the tender opening;?Supporting funding applications as required for the realization of capital construction projects and operational improvements; ?Preparing reports and recommendations to Common Council for consultant engagement, the awarding of construction contracts, project costs and construction timelines, and other technical information;?Acting as the primary point of contact for hired consultants and contractors;?Ensuring public consultation requirements are met while considering accessibility, inclusion and heritage preservation;?Actively working with different municipal service areas to obtain input and determine required budgets to achieve project goals and objectives;?Ensuring projects are accounted for in the capital budget and future capital programs;?Measuring project performance, providing analysis, and reporting on status.Maintain the integrity of the municipality and City infrastructure by:?Identifying potential issues and achieving sound construction management through quality reports on engineering standards and projects;?Obtaining technical guidance and advice as needed to ensure effective and sustainable construction and maintenance practices, safety protocols, and regulatory requirements;?Ensuring quality standards and appropriateness of engineering plans, drawings and construction specifications. Essential Qualifications:Undergraduate degree in business, engineering, project management, or a related discipline that matches the skills required to initiate and manage long-term, multi-faceted projects is required. A minimum of 3-5 years of progressive experience in a similar work environment with a track record of successfully delivering projects on time and within budget. Time management, organizational skills, and a strong ability to multi-task while adapting to changing priorities as needed.
