Budget AnalystPermanent Full time (35 hours per week)Location: Confederation Building, West Block (St. John's)Salary Scale: (CG 28): $26.39 - $29.22 per hourBargaining Unit Position (CUPE 1560)Duties:Reporting to the Manager of Budgeting, the Budget Analyst is responsible for supporting the development and maintenance of all aspects of the NLSchools budget. The successful candidate will maintain the integrity of corporate budget data and related information systems, ensuring that detailed budgets, analyses, reports, recommendations, and approvals are retained in an orderly state. The Budget Analyst will perform budget support activities that ensure NLSchools offices and schools operate within approved allocations and in accordance with approved spending guidelines, thereby ensuring that spending occurs in a highly cost-effective manner that supports achievement of NLSchools and the Department of Education's strategic goals and objectives. This position requires some degree of judgment and the ability to formulate recommendations and fiscal strategies.In supporting the Manager of Budgeting, the Budget Analyst is responsible for:Assisting in the development and management of the NLSchools budget, including data gathering, data compilation and baseline budget preparation, as well as completing detailed monthly, quarterly, and year-end analyses and reports.Maintaining budget data and systems, and entering approved budget information into the system for all accounts, for purposes of budget tracking and reporting, as well as processing various budget transfers and adjustments and completion of budget reconciliations.Analyzing detailed salary information such as salary units, overtime costs, sick leave replacement costs, and cost of benefits, ensuring costs are correctly coded and are within established targets, and making recommendations on potential response strategies either where targets are exceeded or trends are unfavorable.Completing detailed analyses that support identification of process improvement and cost reduction opportunities, as well as examining resource allocations to determine opportunities for rationalization and reallocation.Monitoring and analyzing various detailed NLSchools budgets to ensure spending remains within approved allocations and is done in accordance with approved guidelines.Preparing regular and periodic reports and forecasts for review by the Manager of Budgeting, and taking corrective steps as directed by the Manager.Responding to budget inquiries from schools and NLSchools office staff as required.Assisting with special budget and financial analysis projects as required.Other duties as required.Qualifications:Candidates must possess a detailed knowledge of budget preparation and monitoring procedures; have a strong knowledge of accounting software; computerized accounting processes; a thorough knowledge of office procedures; a strong background in a computerized working environment, including the MS Office and Google Suite; advanced skills in Microsoft Excel; strong oral and written communication skills; analytical and organizational abilities; and the ability to work independently on assigned tasks as well as part of a team.These qualifications would normally be acquired through completion of a two or three year diploma in Business Administration (with a concentration in accounting) supplemented by a minimum of three years directly related experience.
